i have a bank account with no money

I lost my PNC Bank card shortly after arriving in lovely Baibuting Garden in Wuhan, China at a Shanghai-Pudong Bank. I left it at their ATM by accident and they had no staff that could understand me when I returned to get my card and it was gone, forever.

Later that week, I set up an account at ICBC, Industrial and Commercial Bank of China, who has an equal amount of English understanding, but seemed like they could possibly handle my needs as they are a large bank here in China. That night I attempted an easy transfer on the PNC website so that I would have some money to find out that I’d need to do a wire transfer, which was more difficult. Also, I could not receive a new PNC card until I mailed them notification that I’d like one, which would take at least a month with all of the mail idle time.

Back to the transfer, PNC told me that because I didn’t sign a wire agreement. (I didn’t know what a wire transfer was, let alone an agreement.) So I was forced to get my parents involved, sending my dad to PNC to sign an agreement and send me some money using all sorts of SWIFT codes and craziness. He sent it with their promises of 2 day service. 3 days later, they told him it would take 5 days. 5 days later, they did a tracer to find out where the money was. At the 13 day mark, it was found out that my money had made it to China, but hadn’t reached my account and I was to take a fellow teacher with me to the bank to find out where the money had gone.

After prying and questioning, they were able to discover that my transfer was missing part of my account number and I need to show them that it is my account or have PNC fix the number used on the transfer. That is today and I will be trying very soon to do both of them.
